Buyers stop guessing what the finish will cost.

An unfinished property is discounted for uncertainty. When the buyer can see the programme, the measurements and a priced kitchen, bathroom and flooring in the style they would choose, the uncertainty goes and so does the discount. Tenants behave the same way: a progress page with a move-in date fills a void before the decorators leave.
